According to the Product List in Circular No. 04/2023/TT-BTTTT, there are numerous types of products and goods subject to QCVN 55:2011/BTTTT (hereinafter referred to as QC 55). Specifically:

Thus, QC 55 is applied to a wide range of 07 product categories, making it challenging to precisely determine which case a product falls under. Here is our guidance:
- If the product uses a frequency within the range of 13,553 – 13,567 MHz, it must follow CBHQ under QC 55 (either in Section 4.1 Appendix II for NFC devices or Section 4.2 Appendix II for RFID devices).
- For wireless charging devices, it defaults to CBHQ under QC 55 (in Section 4.4 Appendix II). Note that the frequency of wireless charging devices allowed in Vietnam is specified in Appendix 16 of Circular No. 08/2021/TT-BTTTT.
- If the product is NFC/alert/control device/RFID and operates outside the frequency range 13,553 – 13,567 MHz, it may belong to Sections 2.2/2.6/2.7/2.8 Appendix I and must follow CNHQ under QC 55. The accurate product classification depends on Circular No. 08/2021/TT-BTTTT.
On September 5, 2023, the Ministry of Information and Communications issued Circular No. 10/2023/TT-BTTTT allowing the suspension of part or all of the conditions for applying to products under Circular No. 04/2023/TT-BTTTT. Accordingly, QC 55 is suspended in terms of stringent testing conditions for certain types of products:

Therefore, short-range radio equipment in sections 2.6, 2.7, and 2.8 operating in the frequency range of 9 kHz – 25 MHz is not subject to the suspended conditions of Circular No. 10/2023/TT-BTTTT. Therefore, when conducting testing, all stringent conditions must be fulfilled.
