What is Certification of Conformity and Declaration of Conformity for ICT Products?
Certification and declaration of conformity for ICT products are two distinct yet closely related activities. These are quality control measures for ICT products according to the technical standards, technical regulations, and applicable standards of the Ministry of Information and Communications (MIC) or international organizations.
Certification of conformity is the confirmation that an ICT product complies with the specified technical requirements in the applicable standards, technical regulations, or standards. Certification is conducted by conformity assessment bodies designated or recognized by MIC. The outcome of the certification process is a conformity certificate.
Declaration of conformity is the act of announcing that an ICT product has been certified or taking responsibility for ensuring that the ICT product meets the technical requirements specified in applicable standards, technical regulations, or standards. Declaration of conformity is carried out by organizations, and individuals involved in manufacturing, importing, distributing, or using ICT products. The result of the declaration of conformity is a conformity declaration document.
Which Products Require Certification of Conformity and Declaration of Conformity?
According to Circular No. 04/2023/TT-BTTTT dated May 31, 2023, by MIC, the list of goods subject to certification of conformity and/or declaration of conformity includes two groups:
