Modern information and communication technology (ICT) devices open up opportunities for countries worldwide. In today’s digital age, our world is unrecognizable compared to 20 years ago, thanks to new technologies such as social media, GPS systems, artificial intelligence, and digital twins. As a result, the demand for importing ICT products and goods into Vietnam is increasing. Types of Products Requiring Conformity Certification and Declaration of Conformity

The Ministry of Information and Communications issued Circular No. 04/2023/TT-BTTTT on May 31, 2023, outlining the list of products and goods with potential safety hazards under the management responsibility of the Ministry. According to the Circular’s Appendix I, which specifies the list of ICT products and goods subject to mandatory conformity certification and declaration of conformity, these include:

a) Radiofrequency devices operating in the frequency range of 9 kHz to 400 GHz. b) Short-range radio devices.

Import Procedure Steps for ICT Products and Goods

Step 1: Submit a Quality Inspection Registration Form to the Telecommunications Department – Ministry of Information and Communications (2 copies).

Step 2: Use the confirmed Quality Inspection Registration Form to clear customs.

Step 3: Test the products at an accredited testing facility designated or recognized by the Ministry of Information and Communications.

Step 4: Upon obtaining test results meeting the specified standards, the Telecommunications Department issues the Conformity Certification.

Step 5: Submit a Self-Assessment of Product Quality to the Telecommunications Department.

Step 6: Obtain the conformity stamp for the product.
